Development of sustainability (rethinking and redesigning) in :

I am the founder of my organisation, InSERT is a NGO. This is a network of ODeL centres, delivering local and online training. This extends to mentoring, and third party monitoring. The centres provide free Wi-Fi to access online learning, a space for volunteers to work, and for remote workers.
I am the co-fouder and part of an alliance, AAAA-AMOUR.
It is a south-south-north cluster and its many topics and programmes are related to: mentoring, fellowship and distance learning, aid policy and effectiveness, monitoring and involvement of CSO, empowerment of democracy, transparency, effectiveness of ODA, gender, empowerment, awareness and also coastal resilience through solar desalination (RAN-GO!).

Accomplishments;
* I launched a social shop, ‘Au Moins Cher’, selling used computers and providing scholarships.
* Two years ago I looked for mentors and partners who could support my way and faith in the development of my country and co development of the world. I was recommended to an incubator for social entrepreneurs and have been working with mentors in Ireland. With this continuing support I have become enthused with the idea of developing a network of ODELs and launched some ..
* 19 months years ago Covid restrictions have been in place in Madagascar since April 2020. Two open computer centres (ODeLs) in Diego Suarez and Antanarivo were launched but they had to close for Covid related health and safety reasons.
* In July 2021 I opened my third ODeL, this time in Toamasina (2nd largest city of Madgascar, East Coast) and 4 weeks later, already 45 volunters registered among approx 300 students who have attended meetings on various themes (sustainability etc.. see list below). I expect 300-400 volunteers to be registered end of this year between the next 8-10 centres which will be launched, among the 2-3000 members who will attend every 2 weeks to our meetings.
* From september 2020, I developed a network and an international alliance with three universities in Madagascar, Indonesia and Malaysia, Europe, plus some NGOs, and approx 50 specialists (teachers, experts etc.) and one of our members became a Minister of XXXX (can’t say except uncer NDA) in the new cabinet in Madagascar last month (August 2021). !
* From jan 2020, I contacted several UN agencies and gained attention and support from several of them, such as :
- the CTCN, on behalf of the Alliance grant us the registration as an internationl consortium.
- UNSSC: I have support from the UNSSC who are allowing the Alliance members to participate in their online training program in the circular economy and also procurement
- CIDSE.org: I have ongoing contact for joining CIDSE.org, which is a Christian federation.
- EUROPE: Capacity4Dev, I am the owner of the south Madagascar famine action group, on the EU capacity building online platform – unique.

* In-SERT and the Alliance have applied to several calls and have been selected already and also applied for funding, and one of the calls has been selected by UNICEF for CSO empowerment and we started to be in talks on zoom with their approx 120-130 contacts from ADB, GIZ, Government etc...worldwide as a stakeholder.
USAid Madagascar: I have been in touch with this agency as an acting entity regarding our initiatives to help the famine, under the banner of the Ministry of XXXXXXX XXXX (can’t say except uncer NDA).
My aspirations: my passion is:
• To build up a network of twelve ODeLs (phase1) in Madagascar, to provide training in different areas to help people become more self-sufficient and
• Provide education through the ODeLs regarding climate change to farmers and workers on how to improve techniques to protect the earth for now and the future.
• Develop the circular economy by developing processing plants to reprocess used goods from developed countries to reduce climate impact and provide a cheap source of goods for locals and promote employment and development.
Why ODeL computer centres?
They are affordable, simple, highly effective and replicable:
A network of ODeLs can provide a space even in rural areas (most needed and the goal of phase 2-3, !) :
• For people to learn computer skills, access online education and benefit from local vocational training.
• Access education on topics such as food security, housing.
• To develop online courses, curating materials from abroad for locals
• To provide spaces for local training
• To facilitate remote working.
• To grow a team of experienced fundraisers who can help organisations in Madagascar apply for funding:
So with ‘A Dollar A Class’ training provided, the ODELs are 100% self-sufficient (unique indeed)!

Reuse Co-Development Pilot Project in Circular Economy:
To set up the first ODeL my mentors and partners in Ireland sent used computers for use in the computer centre (60 units) and others to resell (20-25 units) to raise funds locally. We realized there is a huge potential reusing goods from developed countries in developing countries. We are working towards setting up a link with a pilot reuse centre in Dublin to receive goods for reuse, rebuild and resell. We see that the circular economy is a way to allow emerging countries to escape extreme poverty.
Setting up a processing centre for reusable goods builds co-development and co-resilient value chains. It will mainstream reusing by linking with partners in Ireland, Europe and Madagascar as an engine to power up co-development and aid. This will need vocational blended learning training and think-tanks, which already happen in the ODeLs I set up.

because of my emergence from poverty and low education, I want to be a model leader, win prizes in the development of the circular economy, become a reuse sector Anita 3R ‘UNEP Young” Champion asap and lead other people in how to become educated, trained, self-sufficient, contribute positively to their community and be happy.
I am good at thinking out-of-the box, designing sustainable business models, and rethinking sustainability. I am a hard worker, keen to deliver results such as helping projects to grow in a LLab (cluster) team managing shared IT property (in cluster) and also open licence.
Why have I chosen this work?
I have chosen this work, which is a vocation to me, because I have a strong desire to help the less privileged, develop and succeed in the rethinking sustainable developmentespecially in the circular economy for my country (Madagascar) and Easter Africa.
As a 26-year-old woman from Madagascar, I have come a long way: my father left us when i was still a child, and then my family could not afford to allow me to finish my secondary schooling. I taught myself well enough to achieve my Baccalaureate. I also love languages and taught myself English, by making English-speaking friends abroad and text messaging.
My background of poverty has made me very aware of the poverty trap that many (77% of the population lives in extreme poverty) are experiencing in Madagascar and abroad. As I did for myself I would like to continue inventing-designing the tools and instruments I lacked of to allow others to get out poverty, to access to the Internet and a to study in a community centre even work (remotely), where online training and local vocational trained can be provided in various areas.
By focusing on helping people learn new skills I hope more will become increasingly resilient and be able to improve their earning power, and therefore reduce their risk of starving, for instance, due to the climate change and consequently famine in south Madagascar. I am also interested in developing processing plants to receive used goods from abroad for upcycling, reselling in Madagascar, which could create jobs for many. I have mentors and funders in Ireland who are advising me on how to build up and deliver a co-development scheme (project ARIS) between Ireland (Europe, US, Asia) and Madagascar (Eastern Africa). We have agreement in Ireland to develop a pilot reuse centre, which could export unwanted goods for further processing to Madagascar.

My first choice of track is ‘Leadership in Business’ because I want to develop, redesign rethink sustainability and aid in a way that allows business models to be self-sustained without much aid. I have started a network of ODeLs and am starting training modules to be delivered online (knowledge platform on CE, MOOC) and in the cooperative communities centres (CCC insert).
Leadership skills: I plan to open 11 more ODELs in Phase 1 and the in Phase 2 (10 more) ro cover the 23 regions in Madagascar. I need to deepen my knowledge about leadership in business as I will be managing a number of people and ODeLs.
* Business skills:
• I would like to learn more business skills to strengthen and widen our business model of the ODeLs and the reuse business in the circular economy as TPM for ODA.
• I would also like to share my business skills with self-employed and others through business modules in the ODeL centres as Incubators for green entrepreneurs.
* CSO, Civil Society Engagement: I am keen to promote the civil society, as ODELs are a great way to empower the civil society than to provide a path to employment from poverty with education and training (vocational traing is one of the basis to allow development by growing human capital !).
* Funding of Civil Society Organisations: I am keen that i learn more how to apply for funding for the civil society. There is a problem in rural areas in accessing the Internet and the skills to apply for funding to develop organisations. We would like to grow our skills to be able to help many organisations that are finding it difficult to access funds to be able to grow and develop skills to become more self-sufficient. That’s why Phase 3 (eg. +50/60 RURAL CENTRES) is mandatory asap !
* Why am I interested in leading the capacity development of infrastructure of ODeLs with knowledge building platforms in Madagascar?
We want to tackle the digital divide and improve human capital (in 2023 STARLINK can deliver satellite broadband access anywhere in africa for $80/month!).
We are partnering with several NGOs of the CSO, such as SASATY and hopefully soon with FVTM. FVTM is a large organisation of female rural farmers, of 15,000 members. They have only 80 Facebook followers, which shows how huge and heavy the digital divide in rural Madagascar is. Even in cities broadband access cost more than a monthly wage !
Their website has a learning hub and if more members could access this and other similar sites, they could be more effective and help reduce the famine in Madagascar and achieve food security. So a network of ODeLs is a fantastic solution being simple, affordable and self-sustainable (even students from universities have a limited access to internet).
Also FVTM could develop its impact if it had access to more funding. InSERT’s team(s) are good at helping organisations access funding, to help address literacy issues, lack of English language, lack of money to afford internet access, and knowledge of how to apply for grants to develop farming skills.

We are running a network of ODeL centres offering FREE WIFI, as Wi-Fi is very expensive still in Madagascar. Even students from universities have a limited access to internet, which explains InSERT’s Centres success also but not only.
An example of how this affects agriculture is the fact the east of Madagascar mostly grows fruit and imports vegetables from over 400 km of rough tracks. Better knowledge about how developing self-sufficiency by growing a great variety of vegetables would be very useful.
The needs are great to have more cooperative community computer centres (CCCC) in rural areas, where trainers could visit and train farmers in new techniques, and online learning modules accessible by UN FAO or even Europe’s INTPA, French agriculture education MOOCs. For example, many of French universities have been providing free education via MOOCs for years.
In response to this we have developed, FEMOW, Fellowship Enhancement by Mentoring through Online Workshops, to train NGOs and people to build up their own concept note to apply for funding and insert will provide free third party monitoring for their subsequent spending as a guarantee for funders (kind of label for effectivness, see for more details about ODA-TPM-CSO ODANE programme.
The Alliance wants to become an umbrella organisation to help many NGOs and CSOs to apply for large grants as consortiums. We think that the people who would really benefit from the money are excluded from the application process (price of Wi-Fi or no Wi-Fi or no PC or no power !) .And as they are (will be) in such competition with large organisations and businesses with a lot of experience in this area.
* Alumni: I hope that Madagascar and I can benefit from the strength of the YALI alumni and its deep team spirit.
* Networking: I hope that my work will benefit from networking through the YALI directory especially for Madagascar.
* Mentoring: I have really valued my mentoring so far, which has pushed me to do than I thought I was capable of. I hope to grow more with more mentoring from YALI. I have started to mentor people in the alliance I am a co-founder of, AAAA-AMOUR (Alliance for Mentoring Online Universities and Related bodies).
* Credibility: I hope as a graduate of YALI fellowship that the work of the ODeLs, which form the basement of our organisation, InSERT, would gain greater credibility, recognition, visibility, audience and dissemination (hugely replicable).
2) How will you use those skills and that knowledge to adapt your activities in your home country and/or community within the next three to five years?
* Leadership skills:
• I want to open 11 more ODeLs in phase 1 and learn to lead this expansion in a self-sustained business model, which already works.
• I want to develop a network of leaders to run the ODeLs nationally (pahse 3) who can provide support for local and rural organisations and who can empower the CSO to learn new skills
o Eg, funding applications, third party monitoring (TPM for ODANE ) for ODA aid through our FEMOW process to access mentoring, observing other successful operators will train and empower the CSO, it’s a VIRTUOUS CIRCLE.
Business skills:
• Learn to apply for raise funds by answering calls from international agencies.
o This will help to empower the CSO in the one of the poorest countries in the world.
• Build my business skills to be able to run ODeLs and processing centres effectively.
• Start a ‘social’ franchise abroad through a conferedation of Odel InSERT centres wordlwide
The business model for the ODeLS, running now, includes a mixture of activities, some of which bring income. The model will be developed over 3 phases of development of the centres.
Income generating activities:
o Bundles of services – application for call support, TPM for international organisations including UNICEF, UNDP, OCHA, Usaid (hopefully :), EU INTPA (ex devco), EU ECHO
o Remote working space provision (evening, call centers..)
o Selling repaired used computers
o Coffee shop
o Training classes, “1 Dollar, 1 Class’ idea
Non-income generating or loss:
o Working space for volunteers
o Think-tanks
o free Wi-Fi
1 What communities do you most hope to reach and engage through your work?
I am keen to set up 12 ODeLs in Phase 1, then 22 , one for each regions of Madagascar in Phase 2, the 50-60 in Phase 3 (rural) ; in areas where people need affordable Internet access and a space to learn and work. The communities will be people in need of developing skills in developing food security, security of accommodation (building reusing plastics see Housing-forall.org), and more.
2 How are you working toward this goal now?
2.a) OdeLs as a net and drivers of the vehicle: In Decembre 2019 I opened my first OdeL, in July 2021 I opened my third ODeL in Toamasina and already have 45 volunteers over 300 members (students) who have attended meetings on various themes. We have now think tanks on topics such as the green, blue and circular economies, and do-tanks for funding applications. Forty volunteers have recently signed up to this centre. The centre members can access Wi-Fi for working and learning. We advertise ‘One Dollar One Class’, training courses for anyone who wish to learn how to use a PC (word, excel, ppt etc) and thus to make a self-sufficient organisation.
2.b) Climate change adaptation as a guideline concept (roadmap):
• On the behalf of the Alliance, I started the registration application to CTCN (Climate Technology and Centre Network) as an International consortium and are on the way to be granted the registration after a few weeks work and negotiations and summer leave :).
• Our Alliance has also applied to be a member of CIDSE.org and CONCORD.org
• Madagascar famine: I created an online group on the European site cap4dev, (South Madagascar Crisis) . Dr MAHATANTE is one of the members of our Alliance and of this group.
2.c) Circular economy and Reuse to fuel up:
• Our Alliance proposed an initiative to some ministers that “Madagascar be CE hub for eastern Africa” and we are very proud to be at the origin of this, it’s ongoing discussion.
• GACERE - we aplied to become an observer status and maybe more as a stakeholder
• An African Confederation (can’t name is untils it’s signed!) - we have proposed the creation of a CE division and have engaged advanced talks about it
2.d) Capacity building as the engine:
* I was recommended YALI by one of my mentors who was also a fellowhip in 2017 and PDE in 2018
* trough my network i already prepare prospective leaders to apply to YALI in few months and years :)
3 and what else do you hope to accomplish in the future?
We hope to open up 12 ODeLs around Madagascar in Phase 1 before mid 2022, develop teams of volunteers (#300-400 people) to :
* create training modules on various topics to promote food and housing security, develop MOOCs,
* bringing them remote workings amenities,
* develop Third Party Monitoring,
* build up applications for funding..
Then Phase 2 and 3 in RURAL AREAS
The ODeLs I have started are aimed at helping the least well off access education and a community to learn and train. All are welcome to join and it is inclusive organisation, aiming to promote skills to for self-sufficiency and promote food and housing security, to promote more equity amongst a population where access to education is difficult for many, as a high percentage of children of school going age cannot afford to continue their schooling, as in my situation. We have a number of volunteers and members who are using our new community centre, many are students from a local university who now helps and train other ones (youht) who can’t afford it for free (in exchange of the services that the centre brings them, that’s the “deal”) It’s a community centre ! .
Before the pandemic I started a few public services, a social shop and an ODEL, but because we could not open to the public I focused instead on developing connections with people and organisations and on my education. I also had my second child; more details below:
I opened up my first ‘social shop’ ‘Au Moins Cher’ in dec. 2019 just before Covid restrictions started. There was a lot of preparation: finding funding, leasing a property, decorating, furnishing, marketing, recruitment and training of people, organizing the logistics of the importing used computers and phones to resell. It was very disappointing when I had to close the shop just after it opened. The activity will restart at some point.
This experience has helped me grow as a leader as during lockdown I redirected my efforts and adapted a new model. I started an NGO In-Sert and an ODeL in Antsiranana (closed in June 2020), then Antananrivo opened in Oct. 2020 (tsiadiana road, close to Medair NGO) with a coffee shop. Covid lock down no 2 started in March 2021 and so we closed it again. During this time I developed relationships with people, organisations like CTCN, Minister for CE and other economies in different parts of the world, who could be partners and developed an Alliance including academics in several universities in different countries.
I am in the process of building up a Cooperative using plastics waste as building materials with several other organizations for a new project called: AHA, "Housing for All" targeted at slums/camps renovation and the building of bungalows cluster under USD 700-1000 all included, micro credit compliant. During Covid, we postponed the building of a prototype plastic home, to restart it later this winter after back to school occured.
I applied for online training for circular economy with UNSSC and was granted access to CE training as a young prospective champion :)
I started an online group ‘Kere’ regarding the famine on capacity4dev.org, the official EU building capacity platform. Europa.eu/capacity4dev. I am the only Malagasy owning such a group.
I prepared to start an ODeL, Insert Cooperative Community Centre in Toamasina, which started in July 2021. I have run a number of group discussions on various pressing themes like the Blue and the Circular Economy, famine relief and more. We have recruited a number of active volunteers already, 45 in just 4 weeks time. There are 300 members who attend group meetings already (despite it was the exams period).
I also had my second child in March. This was a very difficult birth, and I am glad to survive and recover from this. I am lucky because I had enough financial support from an international donor to be able to afford the medical care.
I value the important of resilience, versatility and agility to be able to respond quickly and change tack according to the environment.
I think the situation in Madagascar is similar to the old apartheid South African political state.
Instead of the difference between ethnicities and colour, there is a difference here between the powerful and the poor... We have an equality of rights for each citizen as a ‘democracy’ of sorts, but it is not the full and free democracy of developed countries, and linked with this is the problem that Madagascar ranks high also in fraud and corruption. Despite aid donations, 77% of population is still earning less than a dollar a day.
I am linking the Madagascar’s public water and energy company Jirama, and our group of experts in the ‘Alliance’.
The challenge is get people with power to meet with me !!. As an example, last week, I tried unsuccessfully to organize a personal meeting with a my local regional delegate for water ministry head. So I am organising public meetings with the same director soon, and my energy utility suppliers Jirama (partner!) with academics, students and volunteers (observers), and any one interested.
I am organizing public meetings rather than one to one, as they are very useful in ensuring dialogue and agreement between different parties, as it is difficult for individuals to get meetings with people in positions of authority, as they are less powerful. As these meetings are public, observers can be invited, people can join from online, and the discussions are more likely to be respectful, as they can be recorded, uploaded online and are transparent.
It’s also building A CIVIL MULTIPARTIES TRANSITION through CSO involment ! MADAGASCAR 2.0 following UN 2.0 (as Mr Gutteres proposed recently)!
Goals: understanding key enablers for good governance, as a civic leader, which takes much more time than the 6 weeks fellowship. It will help me put in practice the learning.
My goals are to shift the youth from assistance/begging to self-sustainability.
As a leader I can help the new generion of youth through the network of OdeLs civic centres to focus on achievements and goals, rather than fraud and corruption.
I can help prepare prospective leaders to apply to YALI , which I started already !
Skills:
I would like to improve my English.
Learn to work with people of a completely different background, American.
Learn work skills, like accountancy, finance, networking, communication, and other skills in the work experience.
Knowledge:
My knowledge and perspective of work would grow by discussing shared issues with host US organisations.
Working in another country would be a wonderful opportunity to broaden my cultural understanding of the world. I might also be better able to with US aid agencies and organisations, which have been very generous in their support financially in Madagascar; they are seven times more generous than the UN and fourteen times more than Europe. I would be very proud to be part of the effort in Madagascar to help improve the transparency, by TPM to ensure a more effective delivery for the donations/loans/grants to the people who need it most.
I also admire the American attitude of positivity, confidence and encouragement enabling people to achieve goals and hope
